I don't think you can talk about crime in America and not mention Sheriff Joe Arpaio. He is the Sheriff in Maricopa County Arizona and has been controversial from the start. He was elected sheriff in 1992 and has been elected ever since. He started tent city jails, stopped smoking and porn magazines in his jails, cut the cost of feeding inmates and charged them for their meals, started chain gangs, and then women's chain gangs so he wouldn't be sued for discrimination. He dyes all underwear pink and issues pink flip-flops when it's hot, and started a successful drug prevention and treatment program with a recidivism rate of only 10%, and also started the only high school for inmates in the nation. His chain gangs have saved the taxpayers upwards of $500,000 in over three years.
The sheriff's female chain gang digs graves and bury indigents, paint curbs, remove graffiti, and pick up litter. Below I will list some website where I obtained this information.

Can you cite per capita's compared to Davenport to back up that claim?
The crime rate figures in Phoenix are as follows- 1,466,296 population;10,691 violent crimes reported, 220 murders, 533 forcible rapes, 4,237 robberies, and 5,701 aggravated assaults.
Davenport's crime rate figures are-
98,751 population;1,323 violent crimes reported, 7 murders, 54 forcible rapes, 272 robberies, and 990 aggravated assaults. Maricopa County Sheriff-s Office has six offices in these cities; Avondale, Carefree, Fountain Hills, Mesa, Phoenix, and Surprise.
