Cedar Rapids- 257 full time Police, 4 part time; Fire is 151 full time. Total full time payroll $4,752,039
Moline- crime index 297.2; 109 full time Police, 76 full time Fire. Total full time payroll $1,506,729
Rochester, Minn.- 159 full time Police, 1 part time; Fire, 100 full time. Total full time payroll $3,855,931

My question is, why do we have the biggest crime rate? I didn't pick the other cities because of crime rate, only size and location.
